I'm guessing this a glitch/bug of some kind. Outside the gym is chuck's wife, who will give the player hm02 (fly) after defeating chuck. If it is and if i can't fix it i'm throwing it against a wall. And no, i'm not stupid. Edited feb 3, 2013 by candle. To get fly in hg/ss, you need to defeat chuck, the gym leader of cianwood city, and talk to his wife outside of the gym, who will give you fly. Obtaining this badge is usually the only reason that people travel to cianwood city. You can get fly when you travel to cianwood city (which is just southwest of olivine city, need to surf over routes 40 & 41), first you need to defeat the gym leader chuck and then after you defeat the gym leader and exit the gym a women will come up to you and give you the move fly.
